I think a better idea would be to incorporate a point of reference into each page. As long as we know where we are you don’t have to go to all the extra trouble of a map. If there’s some doubt with it being clear, a big place like New Mars City would be sure to have those navigation points with the diagrams and “You Are Here” arrow.

Just for the sake of keeping clarity and realism in this, if the bulk of NMC is honeycombed with levels and locations you would need a stack of level-plans or a very complex 3d drawing. Perspective would work but actual 3d would be better. (A world like this one would probably have VR simulations.)
I just don’t think that Daniel would be able to do it justice, even if wouldn’t also take like a week of detailed, nit-pickingly complex drawing!!!
As long as there’s some kind of clue on each page that’s enough information for me… unless there’s some specifically good reason for making all of this more understandable than it already is, does it serve the story?

I think, once the chapter is done, you should make a large print of a “map” or a blueprint of the New Mars city
it would give a nice point of reference to where characters were and what happened.
